I know this has come up before but I can't find the thread.
Someone who hasn't played a whole lot on BBO tried to register to play in a tourney and was told no, the record of tourney completion was too low. Since this person hasn't PLAYED in tourneys before, it seems as though it's a bit of a circle...if they can't play in tourneys they certainly can't complete them, so how does it get broken? Or do I just tell them that they can forget about playing in tourneys, that will be an aspect of BBO unavailable to them?

The answer, as I recall, is to play in tourneys that do not require a stated level of tournament completion.
Some tournaments on BBO require that participants have attained or maintained a certain level of tournament completion. I don't know how this would apply to someone who has NEVER played in a tournament, but no matter. If the player plays in and completes a few tournaments that do not require any minimum level of tournament completion, that player's tournament completion percentage will increase and he or she may be able to play in the tournaments that require a certain level of tournament completion.

Play in either free robot event (or any pay tournament), or look for other free events that don't have the requirement of record completion to finish. A caveat, as dummy on the last hand, do not leave the table until the hand is completed as that hurts your completion rate.
The purpose of this setting it to keep runners out of tournaments so that the TD's don't have to spend time hunting replacements, and the players don't have to wait for a slow pair caused by these guys. A side effect is new players can't join certain events (those that the TD;s are sick and tired of dealing with these annoying people). The completion percentage is something the TD's can set, so anyone with TD power can create tourneys to allow these kind of things. There is an easy fix if you or one of your friends have TD power, using a custom friend list, very short tournaments, very few players. Or, of course, the free robot things.

I know it seems unfair to penalize new players, but it was done this way to address a real concern: If newbies were always assumed to be OK, people with bad completion rates would simply create new accounts.
If all tournaments had TCR requirements, this would indeed be a Catch-22. But most tournaments do not. You only have to complete 10 tournaments to get a TCR%.
