Hi, welcome to the forum! 
A little chaotic post, but if I get this correct:
pass - pass - 1♣ - 1♠
pass - 2♠ - pass - pass
3♠ - Dbl*
I wonder what that East guy can have (the 3♠ bidder)

Anyway, I usually play reversed lead directing Doubles when opponents cuebid our suit. So:
pass = you can lead the suit
Dbl = don't lead our suit
A little chaotic post, but if I get this correct:

3♠ - Dbl*

I agree with Free, in general best to play the double as "don't lead my suit". This is a very unusual auction indeed.
Please note: I am interested in boring, bog standard, 2/1.
