2♦ should be a whole range of hands- including strong balanced with one or two four card majors.
Of course GIB should have bid 2♥ but the blockheads who programmed it don't think.

Fixed in v28. GIB would bid longer major first for sure.
With 4-4 it would vary depend on holdings, but won't bid 2Major however.
