I would double, intending to pass 4♠ and convert 4NT to 5♣. If partner chooses to pass, he won't have heart shortage and I am happy to defend opposite 4243 or similar.

4 ♠ needs to be to play, X - penalty, 4N - bid best minor. 5m is to play.

X which is not for penalty but is takeout of course. Now I pass 4S and bid 5C over 4NT.

I agree but I may well bid 4♠. In my partnership the double of a 3-level bid is NOT a joke.

right on and if p is not short in hearts 3244 for ex they may well decide to
defend which should be fine for us. It is important when we have the
space to try and tell p the difference btn 4 and 5+ spades. The x should
be reserved for the 4 and 4s for the 5+. Many argue p essentially asked
us to bid 4s but there are a huge number of hands where p has only 3
spades and x is the only convenient call. As for hands that are short in hearts
and have only 3 spades? perhaps 4n is the right call though we may miss some
53 spade fits.
