Normal after free bid for new suit to be F1?

I think std is:
raise/non-jump NT/3nt/non-jump first suit = NF (free bid does not promise rebid)

new suit or jump first suit = F1.
cue = FG

That is correct as far as I am concerned. However I ask myself why you bid 2S when Nth denies a S suit with a failure to x. I would have bid 2NT and would expect Nth to raise to 3.

I don't think failure to dbl absolutely denies 4 spades. I would often bid 2 hearts with 4-6/4-5 in the majors with GF values. If one doubles with these hands, playing regular forcing free bids, it can become awkward in subsequent rounds since bidding hearts to show extra length would be NF, and one can't show extra heart length. Whereas if you start with 2h and plan on bidding spades later, partner won't get it wrong.
