GIB balancing after opening bid and 2 passes

When the auction starts with an opening bid at the 1-level and two passes, GIB defines the single jump overcall as 13+ with twice rebiddable suit and the double jump overcall as 17+ with a strong 7+ suit.

I was unable to generate hands where GIB would use these bids. Instead there seems to be no upper limit for the 1-level overcall in balancing seat.

Thanks for reporting.

Fixed about balancing huge hand but calm overcall. Applied for next v27.
