Pass.

Partner could not make a negative double despite our extreme shortness in both red suits, nor could he raise spades. So partner is weak.

Defending with KTxxx of clubs can't be that terrible. And the only obvious alternative - 2♠ - doesn't seem very promising given partner's weakness and lack of a raise.

You don't necessarily have to beat 2♣ to get a good score. -90 beats -100 and any partscore beats -200. It is only right to bid on if both sides make, and I don't believe that is very likely.

If partner had made a negative double I would probably pass. It is a likely misfit and I hope that partner's red suit values are sufficient to beat 2♣. Game is unlikely.
