SCREAM will bid this...
1C-1H (1S) 16+, 2-4 QPs
1N-4D 17-18, transfer
4H
We don't have very good agreements over 1S interference and aren't bashful about showing a minimum balanced hand with a stopper. I think a properly designed defense would require this hand to pass.

1♣-1♦-(1♠) strong; most 0-7 and GFs with hearts
P-3♥ min bal or trap usually; natural GF
4♥-P
Good thing East didn't overcall 1♥ - that'd be a real test of ones agreements.

1♣ - 1♥ (1♠)
3♥ - 4♥

Translation:
S: 16+, N: 5+ hearts, 9+, GF, E: overcall
S: heart fit, 0-5 controls, no singleton or void, N: 0-3 controls, signoff

1♣-1♥ (16+ ; GF 5+♥)
2♥-3♥ (3 card raise ; no side suits to mention)
3♠-? (frivolous)
Now North can just signoff in 4♥ or start a cuebidding sequence if he's really optimistic. That would be over quickly as well:
...-4♣ (♣ cue without ♠ cue)
4♥-pass (no ♠ cue either)

1♣ - 1NT (strong, 5+♥ with 5+HCP 2-6RP)
2♥ - 4♥ (min usually doubleton heart NF, to play)
The 4333 and dead min prompts a 2♥ bid; we can also bid 3♥ (min with three card support) but I'd rather take the low road on this hand. North has an easy game bid.

1♣-1♥ (8-11 any)-1♠
1N-2♦
2♥-3♥
4♣-4♥ (4♣ denies ♠ control)

... - 1NT = hearts or hearts and clubs, GF
2♦ = 15-17 bal, no 5M (but 4 hearts possible)
... - 4♦ = puppet to 4♥
4♥
It seems like a waste of time for North to look for slam opposite 15-17 balanced. It really does require absolutely perfect cards. If they did then the lack of a spade control would show up but 4♥ would be played by North instead.

1NT - 4♦
4♥
Explanation:
1NT = 16-18 balanced
4♦ = Texas, transfer to ♥, long hearts, no interest in slam

1♣-2♦ (heart GF)
2♥-2♠ (0-2 controls)
4♥.
Yes, one of these days responder is going to have a void and we're either going to miss 6 or push on to a non-making 5.

If I passed then bid NT I would think it would show more doubt about my spade stopper. With Q97x I don't think we should show doubt since we have a double stopper opposite very little help (like the ten). We also don't have much interest in avoiding NT since we have 333 in the other suits. That said, with Qxxx and 4(432) I would like passing. And of course with Axx or Qxx type holdings, I would like to pass. I debated with Kev once about the idea that a direct 1N bid shows 21+ balanced but it didn't make that much sense, that hand type is rare when partner shows 8-11 and they overcall and it's not that useful to save all the space anyways (we have 29+ so 4N is usually safe). On the other hand, differentiating between how much we wanted to bid NT (aka how much doubt we had about our stopper) seems useful in natural auctions when we have 17-18.

You're in a game-forcing auction and favorable vulnerability with Q97x behind the spade overcaller. I think it would be nice to keep the option of playing 1S doubled.

Are you passing a double from your partner? I play Xs as t/o even in a GF auction and I would not pass with Q97x. But yeah if I was planning to trap pass I could always do so.
I guess you could play some system completely designed to get them like X is penalty by opener, takeout X bids 2S, and when you pass you show some spades or bal GF no stop and partners X is penalty in context (you pull with bal GF no stop).
You gain getting them when opener has a non trap like this but partner has some spade help. I think you lose too much though, not being able to X with a takeout X shape and having to cuebid uses up a lot of room, and I think actual t/o Xs need to be able to show them immediately in case of competition.
If openers X is not penalty then responders X must be takeout since if he has a stiff spade and it goes 1C p 1H 1S p p it is about 100 % that partner has a trap pass heh.

We play doubles in a GF auction as penalty in direct seat and cooperative in balancing seat (excepting when they have a relay step meaning). Since no suit information has been exchanged in your auction, I can see how takeout doubles are useful. They seem less useful the more information about our suit holdings is known.
