Double.
After 1♦ - 1♥ - 3♦ you wont find your spade fit ever again.
And my coach always said: If you have both majors then show both.
And if its reversed i tend to bid 1♠ cause you have much better rebid options

I don't need to know how the bidding have gone, I will bid my suit regardless at the 1 level, at the 3 level I would double my singleton. At the 2 level I would with 5-4 but not with 5-3 majors.

To me It does depend on the agreement with yr partner. I use double after an opening bid to show 12hcp+ # of cards of the opponents suit. So if 1♦ is the opening bid and if I have 3 cards ♦ I shld have 12+3=15hcp in order to be able to double. I use it with my regular partner.
Or if you agree with your p that an overcall is 8-17 hcp that will be an overcall.
