The 2♠ reverse was game forcing and so a pass over 3♣'s would have been forcing, a double then pull

yes, 2♠ is GF, so passing 3♦ is hopeless. This has nothing to do with the meaning of double.

This is typically what PUPs do to punish their partners for taking out their penalty doubles. If the auction had been
1♦ - 1♥;
2♦ - 2♠;
2NT - 3♦, would your partner also have passed? Does their bidding actually make sense to you?
