The simple answer is that a "locked" thread is one where the designated authorities of BBO fora do not wish any more input to be written. Click on them and read them to your heart's content.

Seriously? There are exactly two closed threads in Bridge Material Review and both of those threads end with a very clear explanation from staff as to why they were locked.

Those two threads are not examples of this, but many of the locked threads are locked because the "conversations" got way off-topic and deteriorated into name-calling or similar inappropriate behaviour.

Strangely some lock were removed :)
Once i have signaled a web site and the topic was cancelled.

Not sure what you mean by "signaled a web site". If it was advertising, we do not generally allow it.
