Clearly, 3♠ is not intended to show 4+S and 13+ total points; such a hand would not have passed the previous round.

yes. this is a serious problem. I often meet this kind of bid.... pls tell Gib to pass 3c X...

So, there are two separate issues: (1) come up with a reasonable definition of 3♠, and (2) tell GIB to pass when he has nothing to say.
