You will basically never bid step 1. I assume you just want to keep it somewhat symmetrical with 1S 3C but I'd say it's important enough that you should just remember things in steps. The extra room can really come in handy.
edit: Not meant to sound negative or anything, your presentation is very good I am just offering constructive criticism/bridge advice of your system, the notes themselves are A+.

♦ can be (5422) but it is described further down in Fred's article as "with shortness somewhere". That seems to indicate that (5422) hands bid 2NT and thus 2NT would not only be "18-19 balanced". That would mean 1
