I think 3 should be understood to be a competitive bid, not as strong as it is marked. There are plenty of other ways to invite game over the double.

Also, if 4 is intended as an acceptance of an invitation, shouldn't the point range exclude the minimum end of North's original 2 bid?

That may be, but it is not what GIB plays, so you make the bid at your own risk.

Completely understood, and I did. This is a suggestion that GIB's system be amended.

I would expect 3 to follow THE LAW just showing 6 card suit nothing extra
dont quite think 3 should show so much 18hcp, when we have redouble and game suit
tries to show better hands....but when with GIB I guess do what GIB expects but I dont always
agree with its idiosyncracies

Very similar situation today:
Clearly, South bids like a lunatic, but trying to concentrate on GIB's understandings of the bids... All of my previous comments apply here as well.
