Simple question, is it standard to play support doubles in an auction like 1♥(1♠) 2♦ (2♠), or do they only apply after one level response by partner?

No, that wouldn't be standard. The "standard" for support doubles is that they are off once the auction is above 2 or our suit.

I thought it was standard. I think it means "we have more than half the pack, and I have one card less in length than I normally would have to bid your suit". Pass or bid accordingly.
I have never seen this at the 4 level, but I'm sure at the 3 level it is not an uncommon agreement.

My expectation for X is extra values, no clear direction. If I had 3 diamonds, I would just raise diamonds.

If you play that 2♦ as not forcing (NFB) then yes, it shows extra values as a support double. I think it shows 2 cards in diamonds, because 3 diamonds is a raise to 3♦, as you are happy bidding at the 3 level on an 8 card fit when they have a higher ranking 8 card fit.
Perhaps we have the same idea after all. A support double shows 1 less than needed to support directly.

my agreements is that support doubles happen only when partner has bid a major that has promised 4 cards, but could have 5 (or more). Regarless of the level (but higher level shows extras)
So 1♣-(pass)-1♦-(1♠)-double its just take out. While 1♣-(pass)-1♠-(3♥)-double is support with a better than minimum opening hand.

Playing 2D as forcing or not forcing has nothing to do with it.
We do not have the same idea. My idea is that a support double always shows exactly 3. My idea is that It does not apply here. This is not "support" but rather cooperative.
