No, I don't like this. There can be many hands where I want to bid 2NT to find out more about opener's shape, and want to do this whether I have 13 or 17. So 2NT has no strength range associated. 3NT therefore has a special meaning such as 1 short in length to support opener's suit(s). (As gwnn I suspect.)

When we get to a sequence such as .. 2NT 3NT, we play 4 artificial to show a hand about an Ace better than minimum, and have point count step responses.

I want to be able to let my partner complete their hand pattern and feel 3N takes away space. A lot depends on the agreements what 2D shows besides a GF. Lots of good cards in my hand, 2N lets me find out in comfort.

This hand doesnt feel like a problem one. I can just bid 2N and wait for partner to pattern out.

If he bids 3c I bid 3N.
If he bids 3d I cue bid 4C. Sure not great opposite a club singleton, but i do have extra values.
If he bids 3H I cue bid 4C. I still dont have a great hand for partner but at least I am accounting for all his minor suit losers now.
If he bids 3S I will cue bid 4C. Same as above.
If he bids 3N I will pass.
If he decides to jump to the 4 level I am close to a slam drive.
If he bids 4N I will accept and bid 6N.
