Any reason why choosing NMF instead of the normal 4h on 2nd turn?
And why bid 2nt instead of 4h? Or even 3h, which at least gets a plus score? (One of 1d-1h-1nt-3h or 1d-1h-1nt-2c-2d-3h should be GF, the other invitational, I forget which is which with GIB).
3h with 6+ heart should take priority over 2nt, unless maybe the suit is 9 high. And it's really sick to consider the hand only worth invite instead of GF. Another hand where it has trouble evaluating the power of a solid 7 cd suit? yes the shape is worse than the preempt hand recently debated, but it has Q of partner's suit in compensation, plus T of hearts. I'd have to subtract both queens before I really only invited. If it requires 13hcp to FG it's got major problems.
2nt defined as 4+h. Probably should be defined as 5 hearts exactly. Or possibly 4-5 hearts if it is prone to using this type of sequence w/ 44 in the majors. And I doubt 11-12 hcp is the right range with 5 hearts, probably more like 10-11. Not clear if east is supposed to accept with 13 only and no 5 cd suit, no heart card.
