Not described as unlimited but as with as wide a HCP range as an opening hand so basically little extra information over an opening hand.

This is a bug. The rule for responder distinguishes between passed and unpassed hand, but the rule for opener's 3♥ rebid doesn't. So it's making the 3♥ bid that it would have made after a GF 3♥, showing extra values.

....and I think what you will find that in the main room the results are all over the place...anytime a human sits where GIB usually is the results change...from leads to bids. the only place there is consistency is in robot pay tourneys where all humans sit south....so I am talking about who sits where not what GIBs 3♥ bid is.
