GIB bids over a "bar" bid

I *think* it is pretty standard to play that 3NT in this auction is a "bar" bid and opener is not allowed to bid again.

I think so. Earlier today I read a thread on bridgewinners.com where Kit Woolsey said exactly this (which is good enough for me).
As I was bidding the hand, I suspected it would be unlikely that GIB knows this (and would pass) . . .

The 3NT for GIB has the meaning of captaining bid. GIB opener is not allowed to simulate, but to give book bid only.
Maybe there is a hole which obstructs the gracious pass. Will be checked.

I haven't looked at the sims, but my guess is it's trying to avoid blocking the suit, and hoping that declarer doesn't have 8 top tricks in the pointed suits.
