3 was 2 off for -200.

Was East's takeout double too aggressive? Or should West convert to penalties? Or can we find 3NT somehow?

Assign the blame?

the double is too much - there's no need to act unless you've got a prospect of game

I would not double opposite a weak NT, but I would auto dbl opposite a strong NT.

The double is too aggressive as the weak NT opener can't have enough for game.

I take it 1NT was weak? Yuck (my humble opinion). If so, then double should be for takeout but the hand isn't worth a fight. W/E have at most 23 HCP and no guarantee of a fit from East's perspective. He's took weak to show his hand. There is very unlikely to be a game.

If 1NT is strong, then I would play doubles by responder as penalty, end of discussion (for me). It's debatable whether the double by the 1NT opener should be for takeout or penalty; I prefer takeout, because partner knows my hand and 1NT opener doesn't know his partner's. But there's a lot to be said for natural bidding (including doubling) after interference of a strong 1NT.
There is a big difference between a good decision and a good result. Let's keep our posts about good decisions rather than "gotcha" results!
