Why not do the same as what you do after they make a three-level overcall of your 1NT opening?
... that would still not be conclusive proof, before someone wants to explain that to me as well as if I was a 5 year-old. - gwnn

Treat new suit bids as forcing. The expectation should be that you are going positive defending 3x.
Its also reasonably sensible to treat this auction as forcing, in the sense that you have to make a t/o double if you have the shape, even with very few points. I mean, how often to they overcall a 20-22 opener and make 9 tricks?
