what does partner have? new to me

Hadn't seen this 3 bid before. Any ideas what's going on over there? Some standard thingy I never learned?

He might not even have these available over a 1 opening.

Partner has a good hand and had no suitable action last time, so he probably has about an opening bid with four spades.

If you have suit-quality requirements for an overcall, there's no reason why he can't have a bad five-card suit.

These make more sense than my first reply.
For some reason partner felt his "good" hand was flawed to make an overcall:
1) wrong shape
2) poor long suit ( 10 x x x x in )
3) long suit

But now after the DBL, he feels he doesn't have enough to convert the DBL to penalty.

Something like:

Interesting, but that seems quite different; on my auction, partner had the opportunity to over call 1.

I also considered this, but could think of no reason partner would not just bid 2 which is also a jump. After all, I have only balanced, and only over 1.

I think you can bid 1nt over a minor without the minor stopped.

I think he has 4 spades and clubs stopped and wants you to bid 3nt, 4spades or pass if light.

With a reliable partner, yes. In reality this was a BBO pickup partner, many of whom would sooner jump off a cliff than bid a four card major. Although in fairness, this partner seemed a decent player up to this point, so maybe I should have ruled this hand out.

If 3 shows a basic opening hand, then what is 2 for?

About 8 or 9+, but not as strong as a solid opener.

Parther should have a weak two which was in some way unsuitable for a weak two earlier. Should be about 3-7.

Interesting ... I thougth the situation was different after a balancing double, as compared to a direct takeout double. Learn something new everyday.

Perhaps the partnership are not playing weak jump overcalls at all; but if not, depending on the vulnerability, which we are not given, this might qualify for a 1 overcall.

Vulnerability is all white as shown in the diagram.

It was a pickup partnership, so no hard agreements, but wjo seems pretty standard in such a situation.
