I blame south ....they should jump to 3nt. North shows something on this bidding south has extras,

South gets the credit for dogging it after North's double, if game doesn't make; and the blame if game does make.

North described his/her values, South chose a very low road. The fact that a lot of people use the negative double of 1H to show 4 spades doesn't matter. Two doubles by North would still come around to South for the same decision. 3NT, not 2NT seems right to me.

Definitely South. South has basically a strong 1nt opener (if you like tactical psyching) and once partner bids spades and doubles it is perfect for 3nt.

South should certainly do more.

North might have bid a natural 2NT rather than double. I suspect south would have found that easier to raise than jumping to game after the double.
