No, South doesn't have his 3N bid, and he shouldn't pass a cuebid, but... shouldn't 3N be read as a choice of game, showing ♦ stopper(s)?

Book bid is 4♥, but he simulates and goes looking for slam.

His hand upgrades with a singleton in the opponents' suit. And since he believes partner, not opponents, he assumes West is psyching 2♦, and doesn't really have the strength for a 2-level overcall.
