Hand evaluation Singleton in partners suit

Hi all,
GIB was bidding 1S over 1H, I raised to 2S and he invited me, holding only 4card Spade and 9 HCP, singleton in Hearts.

Does he really counts extra points for a singleton in my suit when we only have a 4-4 and sometimes a 4-3-fit (okay, he probably does not think this exists, but especially after 1H I frequently raise with 3 card S)
