Because its GIB, and this is not going to be your last disappointment. On the other hand you can browse over the bid before you make it, and it will show what GIB will think you have. The robot deviates from the explanations sometimes (and it only been for the worst for me), but at least you can browse over several and choose the least of evil.

The 4♠ isn't in GIB's bidding database, so it ends up being treated as just like a natural overcall. The bid that shows that hand is double followed by 3♠ (and if GIB were sitting South, it would double and bid 2♠). However, that doesn't actually solve the problem. GIB still thinks that the doubler has 3-4 cards in the other suits, so it bid 4♥. And if you then bid 4♠, it bids 4NT, but it means it as Blackwood for hearts, not spades.

I wonder will it let you bid X then 3NT which actually the contract that makes if they lead a diamond.

No, if you bid 2NT or 3NT, it will still try to correct to hearts.
