Until recently, I thought I had a handle on when points for shortness were included in total points, but I no longer think so. 3♠ shows 4-8 total points in support of spades?

GIB's bidding database has two rules that match this: jump to 3 based on the LAW if we have a 9-card fit and not enough to force to game, or cue bid if we have a fit and invitational values. The LAW bid has slightly higher priority. It's a bug that the description that goes with it says that it's only for weak hands, though, since it's actually used for anything short of GF.

We're looking into adjusting the priorities or adding more constraints to the jump.
