I think you need to tell us what values our bidding has shown as well as the possible shapes. If 3C was inv and nf then partner seems to be trying to show us something like 2452 and max, or perhaps 3451 with rubbish in spades. In this case I would plump for 3NT. Perhaps it is also a silly question but what would an initial double have meant, as this might have a bearing on what hands partner takes us for now?

North opens, East overcalls 1NT, and South with 12 hcp prefers to show Qxxxx in clubs instead of the obvious double?

I was West on this hand so I can't fill in anything else. I think X would have been penalty, but I'm not sure.
