Edit: But, if I have to pick one, North should expect South to have a balanced or semi-balanced minimum (for his pass over East's double), so North should just bid 4♠.

I presume 3♠ was played as NF or this wouldn't be posted? If indeed it was NF, north should find a forcing call or just bid 4♠

North knowes, that he has an opening bid and a 9 card diamond fit.
Playing standard methods 3S showes only inv. values, unless N/S
happen to play WJS - in which case the 3S bid would forcing, but
even than ... concealing the diamond fit is worth 100%.

Partner didn't make a Support RDBL, so he has at most 2 cards.

If 3♠ was forcing, then the error was South's. But I am betting that 3♠ was not forcing. So the error is North's.

I suppose one could come up with a worse hand for South to hold in the context of this auction, but his actual hand is really quite bad.
Qx is an awful club holding with RHO implying clubs and LHO bidding clubs. And the hand is minimal enough to begin with.
Give North 6-2-3-2 without the ♦Q and 4♠ is a no play contract. But North would still have his 3♠ call.
If 3♠ is invitational, I would pass. And I do not think it is close.
