2NT requires features. So 3♥( or back in the major if you have opened 2♠) is the bid which GIB could bid when doesn't have features in the side suits.

Probably the explanation could be adjusted to the basic promised. Otherwise is not misbid.

This is a 4H bid. This hand is way more stronger than xx KQJxxx xxx xx.
