ie: (1♣) 1♥ (P)
1♠ = Nat
1NT = Nat
2♣ = Transfer to ♦
2♦ = Transfer to ♥ (Constructive+ raise)
2♥ = Nat
There are variations what higher bids mean but I think this structure is what is usually meant. (I have transfers also on 3 lvl)
And if something else was meant, I have no idea

everything on the one level = natural
everything that is below their suit = natural (make sure you know if it's forcing or non forcing!)
bids between a cuebid and just under a raise = transfer to the next higher suit.
so:
(1♣)-1♦: 2♣-> 2♦ (this is just the standard cue=raise)
(1♣)-1♥: 2♣-> 2♦, 2♦->2♥
(1♣)-1♠: 2♣-> 2♦, 2♦->2♥, 2♥-> 2♠
(1♦)-1♥: 2♦->2♥ (this is just the standard cue=raise)
(1♦)-1♠: 2♦->2♥, 2♥-> 2♠
(1♥)-1♠: 2♥-> 2♠ (this is just the standard cue=raise)
Be sure to know if they apply in competition etc.

We call this BS=Between Suits and RS=Remaining Suits.
BS are suits between the opening suit and the overcalled suit and they are bid in transfer.
From our system:
- there are two kind of new suits:
- BS: = the suits between openers suit and the overcalled suit
- RS: = remaining suits
- the BS are bid in transfer (could be weak or strong)
- the RS are forcing with a non-passed hand and non-forcing with a passed hand

There are reasons for the confusion.
Both Jeff Rubens and Ira Rubin have devised "Transfer Systems" for the partner ( Advancer ) of the Overcaller.
Rubin's method has been dubbed Rubinsohl since it when it used over opponents 1NT openings However, it is also used for overcalls of a suit opening.
Ira Rubens also has a transfer system for opps' 1NT openings.... and it has been called Rubensohl .
But Jeff Rubens most popular transfer system is Rubens ( Transfer ) Advances over Opponents Suit Openings.
I can't tell which the OP is looking for.... except he did say RUBIN
( You can look any of them up... say in "bridge guys"... )
