I wonder if there is some way to impress upon the WBFLC just how unpopular and unworkable Law 27B is. A few letterw or emails will not convey this.

It's true in England, and, I suspect, anywhere else that the vast majority of bridge is played with the use of volunteer directors, many of whom are untrained. You have to be a very knowledgable director and also a good player to apply the Law, so the effect is that there is one law for use in tournaments and another for the local club.
I personally don't even mind this as much as the fact that the application of the law depends on exactly what misapprehension of the auction the IBer was under. Some mistake was made, but the mental state that led to the mistake is not properly a matter of law.
