GIB needs to simulate 4H vs 3NT before bidding Stayman, not after?

Basically, yes. But it's not just that. It should not bid 3NT once it has bid Stayman. The only bid it has that actually describes its hand is 4H. As it does bid, it could easily end up in 4S (and I've seen it do it with short spades instead of short diamonds and end up in a lot of trouble).
