GIB negativbe double then back to your suit what is this?

1 1 double pass
2 pass 3( what is this?)
normally i would take as diamond support and 3 card heart suit
GIB had four hearts and 2 diamonds, guess I am not sure what GIB is doing

I'd take it as four hearts and some diamonds and a better than minimum hand. You can bid 2 with 3 hearts.

3 in the case according to GIBs is 4+ and 3+ and invitational values hand for game.

With having 2 diamonds that is not the likely bid, but probably looking for best raise to give. Maybe GIB had no stopper in spades to invite with 2NT.

Is that robot tournament or MBC's table game?

so what is a straight forward 3 raise?
what about 2 cue bid?
3 when we have other bids available doesnt seem quite right to me, in real life you can't click on your partner to find out what his bids mean.

In real life, you and your partner agree ahead of time what your bids mean, he's not forcing you to play his system with no discussion.

The negative double shows at least 4 hearts.

The reason 3 shows both hearts and diamonds is because the double already showed hearts. Therefore, 3 is invitational with 4 hearts (with 5+ he could have bid 2 instead of double), and DENIES anything helpful in diamonds. And 3 would be a club game try.

2 is some kind of game force, I guess.

By bidding 2, you have already limited your hand to GIB ( partner ).
As the double forces you to bid or penalty passed it out, 2 is bid which has no more then 15TP.
You have also on disposal other stronger bids which you didn't give.

The inquired bids you said would mean:
2 - 4+ ; 13+ total points; forcing to 3N
3 - 4+ ; 12 TP

3 or 3 ( as barmar pointed ) just showing secondary suit or help in your opening suit.

GIB can't just force with 2 to see whether you will like your hand ( although some people would have bidded to see are they being lucky for this hand ).

In real life you can have agreement for very tiny sequence of bidding which might mean something particular.

I hope you realize GIB can't cover all sequences and in particular these which GIB covers may be different from somebody's preferences.

Quick example, GIB plays Cappelletti over 1N as overcall, many people play DONT, Multi-landy or Meckwell.
