I guess you can play unusual vs unusual here.
3♣ = weak raise
3♦ = good hand with ♣ support
3♥ = good hand with ♠
3♠ = poor hand with ♠
and various possible agreements about Dbl, for example suggesting penalties in at least one of their suits.
Using this scheme, you could bid 3♠, Dbl or pass. They all have their (dis)advantages and I'm not sure what's best. I don't like pass though, we might miss an easy distributional 4♠. Dbl only works when opps play in ♥ and the chances are very small. So I'd probably bid 3♠.
