This isn't standard treatment, tough. Standard would probably be 10+ and 1 or 2 4-card major(s).

With a penalty pass of diamonds, East passes I would think. I admit East is stuck with long diamonds and a hand poor enough not to want to duke it out in 1NT. I wonder what 3D is?
Not having a cuebid to help figure out strain seems too much to give up for those hands which would've passed 1D doubled but don't want to pass 1NT doubled.

LHO asked me whether my 1♦ opening bid could be made on 3 cards. I said, 'yes, it might', then she proceeded to bid 2♦ which was passed around (probably the only contract they can make) and made. Screens were in use, do I have to call the Director or should it be my partner the one calling? What if my partner didn't hear it but the opponent did? When are the cones of silence going to be used at the bridge table!!!

Still, to get redress you'd have to prove
1. the conversation was loud enough and
2. check that opps don't have an explicit agreement that this sort of sequence is natural
#2 should be easy. Very few, if any, play this as natural and even if opps do, unless they have it written down in their card, they'll will have a hard time convincing the Director.
#1 can be easy or hard, but people usually are honest about this. usually...
You can get more advice if you to put this case in the laws forums. There are some international Directors there.
