I'm pretty influenced by the Mike Lawrence book on TO doubles. So if I understood it correctly, the TO double at this stage is sort of pre-balancing. If it goes 2 pass pass, you're rooting for p to balance with a double, but since you have short clubs, he's likely not to, so it might go 2 pass pass pass, which sucks for you.
