Nothing all that special. But, East was stuck on the lead and had to break clubs.
Switch the club 7 to West and the line is the same.
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

I understand why you termed this an "internal" surrounding play, but it really is just a surrounding play. The effect is the same as the usual surrounding play, except for the fact that the declarer has the top two tricks in the suit.

Am I missing something, presuming clubs are the only option, it goes 9 10 Q K, 8 J 2 3 and he's just as endplayed as he was before.

I don't believe that is the issue. I believe that the issue is what card to play if you must break clubs.

Leading the jack or 9 leads to 1 trick for the defence, 3 for declarer. This makes them better than a small one which leads to 3 tricks for declarer without losing one and potentially allowing the re-endplay with the 4th one. 9 is clearly better than J if there's an option of ruffing one.
A better statement of the problem would have been useful, as declarer seems to make 3 tricks whatever card is led.

OK. A better statement of the problem. IMP's. Contract is 4♠. The opponents cannot help but take two trump tricks and the heart Ace. The trick is timing -- getting to a club trick before Declarer establishes hearts for pitches.
BTW, whereas the Jack or the 9 work on this hand, the 9 seems better because
1. It works better when partner's Queen is doubleton, and
2. It works better in situations where Dummy has K8x (and thus is more consistent among equal options, for whatever worth that has)
