Responding to a take-out double with 4-4 in the Majors

In natural bidding 4-4's are bid up the line (?) while 5-5 the other way around. I just read that when partner doubles a minor suit opening for takeout and we hold a hand where a cue-bid is not an option we should bid the highest ranking suit, so that in case the need arises to bid again we can bid the lowest ranked Major and partner can then pass or correct as s/he chooses. This sounds logical, but, is it common/normal?
