It depends what you mean. If West wins [say] trick 5, it is quitted, but East leads ♠4 to trick 6, that is a lead out of turn, and Law 56 applies.

The new law 56 says: see law 54d. Law 54 is about the opening lead out of turn, doesn't this confuse the issue?
Anyway, I think it's important to understand a couple of concepts:
- Lead: This refers to the first card played to a trick.
- Play: It refers in this context to a card played to a trick AFTER the lead.
- Turn: The correct order in which cards are played or led.
- Premature: According to law 57, playing or leading a card when it's not our turn AND the current trick is not finished.
So, if West wins the trick and East plays the ♠4 out of turn, a little reprimand is in order. If West hasn't played to the trick and East plays the ♠4 (to that trick) or leads the ♠4 to the next trick Law 57 applies. But if West won the trick and everybody played a card to that trick and the trick is quitted and then East leads the ♠4, Law 56 applies. Am I right?

As to Law 56 leading to a Law that refers to an opening lead, you are correct, and it is not a helpful part of the Law book. In fact the EBU trains its TDs that defenders' leads out of turn should be memorised, and never read from the Law book, unlike every other Law.
