We should always assume 2/1 unless otherwise stated, because:
- If the original poster didn't bother to state his system, that means that he thinks it's obvious what he's playing. The only people who think this are 2/1 players.

I mean, if some joker told me they bid 3♠ by North as a splinter, implying a red two-suiter, my comment would be, "Wow, that's a big bid," not "are you insane?!?!?" Of course, I have a twinge of insanity.
BTW, I know that the double can be weak, but geez!

Its a pity that the forum software no longer asks for the method of scoring when entering a hand. Those of us who have been here a long time often omit that information, probably out of habit.
2♥ for me. For me this shows around 5-8 hcp with four or five hearts. Here I am maximum for this bid. South will not pass and game will be reached in comfort.

Except that 2NT in the balancing position is 19+ - 21, and you don't have a ♣ stopper. Double, and when partner bids 2♥ like (s)he should, raise to 3. Then partner with a maximum goes to 4, and everybody's happy.
