With no H-raise, I expect a second H-stop - partner has HJxxx,HKxx or similar.
Where are tricks is the problem.

If LHO passed and partner responded 1♠, you would pass, right? While partner is limited to four in the actual auction, LHO now threatens NT with a heart suit. So I am unclear why bidding 1N is appealing.
The fact that RHO didn't raise doesn't affect my judgment. Hearts could easily be 6-2, or RHO could be too weak to raise.

Often when you open these "blah" hands you are hoping to pass a 1-level response from partner.
It's an interesting idea, though, since lots of weak NTers play a strong NT in 3rd at teams. There is a very pretty symmetry here.
