Dealer opens weak 2
Partner Bids 2NT
Dealer Bids 2
DIRECTOR!

The Director speaks to the insufficient bidder away from the table and decides there is no Law 25 remedy.
The IB confirms that intention was to show a strong hand with a strong suit and that should have been done by a bid of 3

Is there now a bid which does not silence partner?

If the TD believes that 2 means "good hand good suit" and so does 3 then 3 does not silence partner as it has "the same meaning or a more precise meaning". Law 27B1b.

Surely neither 2 nor 3 is artificial? In that case 3 does not silence partner whatever the strength shown [Law 27B1A].

I think you've misinterpreted the auction. I believe dealer and partner are on the same side (allegedly) and 2NT is Ogust or some such relay. So 3 is artificial.

I agree. If 2nt-2(transfer) has the same or more precise meaning as 2nt-3(transfer) I don't see why 2-2nt-2(good-good) and 2-2nt-3(good-good) can't have the same meaning in the same way.

It sounds as if the player just had the fleeting idea that 2 was sufficient. This case seems simple enough.

Of course, all cases will be simple in the next version of the Laws, which will no doubt read

Quote

Any sufficient bid is more precise in meaning than any insufficient bid, because the meaning of all insufficient bids is "no agreement, as it is illegal". Therefore all sufficient bids, if not accepted, can be replaced by any legal call without penalty.

The version after that will probably allow the auction to proceed in either direction, and in any order.
