Deal generation and selection

Just curious: how are deals generated and selected for general use, and for tourneys?

I assume they're just randomly generated for MBC, RBC and non-tournament robot play. What about tourneys? Is there a process to select more challenging hands, or weed out flat ones?

Except for special games like goulash tourneys,I believe they're random.

For Best Hand robot games, they're generated randomly, then rotated to give the human the hand with the most HCP.
