Perhaps, in another thread sometime, the 10-point floor for a balancing 1NT will be debated.
For this topic, 19-20 seems normal these days as a range for the 2NT jump balance.

I'd love to see the the logical proof for this one...
I can readily accept that any of the following
1. The expected meaning of a balancing 2NT call is 19-20
2. 19-20 is the most useful treatment that I know for the bid
I'm just not sure that this is a natural consequence of the balancing range for 1N

1N=say, 12-15; dbl then cheap NT=16-18; and that leaves 19-20 as the next step. That could be considered a natural consequence of the previous ranges.
