responsive doubles

What is your opinion on playing responsive doubles over pre-emptive opening bids with a raise?
i.e. 2spades, x, 3spades, (is x here responsive? does it deny hearts and show the minors? or is it penalty?, etc.) If it does show the minors is there any case where you would pass and convert to penalty?
Does your opinion change about playing responsive doubles if it's 2diamonds, x, 3diamonds or 2 hearts, x, 3hearts?

Sure is something you have to agree with your partner.

I like:
- responsive double up to 3 included.
- after a prempt opening: responsve double up to 4 included.
