So, for declarer it doesn't matter whether or not a defender has seen the card, if it has not yet been played. For a defender, it is possible for an opponent to have seen the card before it had reached a position where his partner could have seen it.

An op might see a card while it is still in your hand, and that certainly doesn't count as playing it.
Also worth looking at the rules on exposed cards, penalty cards, etc, for a complete view of the laws in this area.
