Hopefully the first thing we do is remember what 3D means here :) I play it as UCB, so 10+ points [but E is a passed hand] and 3+ spades.

At teams 4S doesn't seem too wild for most sensible meanings of 3D. At pairs, I'd probably just bid 3.

Definitely 3♠.

Partner doesn't have some exceptional passed hand. He just has a normal, fairly balanced, hand with spade support and is giving me a chance to bid game since a 'weak' jump could be quite a bit better than this vulnerable when partner has passed.
