IMO 3♠ = 10, 4♠ = 9, _P = 5.

You have six spades, partner has three. I am not a slave to the Law of Total Tricks, but here, it seem it has to apply. Three spades. That ends out bidding, it DOES NOT invite partner to bid on.

I'm not quite sure why people are so uninterested in game here. I'm certainly considering 3♥.

It is either 3H (assuming this to be a game try with heart values) or 3S,
I would go with 3H, but 3S is certainly reasonable as well.

This puzzles me: you rate a sign-off and a blast to game as almost equal, but give nothing for a game try.

Consideration doesn't take long. Bid it. You have an exellent chance of a 23 point 9 card fit game, and the singleton club makes it more possible that the TNT is 19ish.

Gordon may well be right that this is inconsistent. My muddled intuition is as follows: Meckwell advise you to bid game whenever partner raises your six-card major; apart from the spades, however, this is a poor hand: you don't expect 4♠ to make often. Nevertheless, 4♠ is the man's bid to give opponents a high-level guess. On this hand, a game-try like 3♥ may help them more than it helps you (I didn't consider it at all, but I belatedly concede that it deserves at least 7 marks). 3♠ is likely to make and is the timid "dog in the manger" selection to consume some bidding space.

3♠. If I was to issue an aggressive invitation I would choose 3♦, since 3♥ might propel partner into a tough 4♥ raise to show the 'double fit'.
