I need to tell my partner about my strength and the and length. Bridge is a team game and partner needs information for his actions. We have chances to reach and make a minor suit slam, if we have a fit.
It would be great to have a bit to show both minors, if none is available 4 followed by 5 should show our distribution and some strength.

4 and then pass. Sometimes preempts win. But i think we are in good shape if pd bidding 4

X and pass. I think X is much superior to 4, since it caters to clubs and 3NT also. If partner bids 3NT I'm happy with my stiff K.

partner can't have 3 diamonds or clubs to go with his 6/7 hearts?

I bid 4D, then 5C over 4H. We certainly can have a laydown slam in either minor here.

I would double and pass. Double seems like the most flexible first action, catering to finding 3NT or playing 3SX when it's right. I'm not so worried about missing slam here - this hand really isn't that good so it seems like 4 is likely to be the right game if partner bids that.
